    1. Sorry. Here is what they need:
      1. A nation of some kind with a type of government - oligarchy, democracy, monarchy, even a dictatorship.
      2. A Constitution which outlines how the nation will run, who is in charge and how decisions are made Should have 5-10 points or declarations. Should explain what people have to do to be citizens as well.
      3. A Bill of Rights- what area citizens allowed to do and not allowed to do and why? What are the rights and duties of leaders?
